Bingham Centre for the Rule of Law: Final report of the Independent Commission on Counter-Terrorism Law, Policy and Practice

The Bingham Centre for the Rule of Law is pleased to announce the publication of the final report of the Independent Commission on Counter-Terrorism Law, Policy and Practice, chaired by the Rt Hon Sir Declan Morgan KC PC, former Lord Chief Justice of Northern Ireland. After three years of research and consultation with over 200 experts, practitioners, policymakers, academics, and community representatives, the Commission presents 113 recommendations to ensure the UK’s counter-terrorism framework remains effective, proportionate, and firmly rooted in the Rule of Law. The report finds that while the UK’s counter-terrorism system remains among the most capable globally, it has expanded in scope and complexity—sometimes at the expense of focus, transparency, and public confidence. UN Special Rapporteur cautions against Prevent in schools in report on children’s right to a safe education

The United Nations Human Rights Council (UNHRC) has released the advanced edited version of their report into children’s right to be safe in education, including a paragraph relating to Prevent in schools that drew from a submission sent by Prevent Watch to the Special Rapporteur on safety in education Farida Shaheed earlier this year. A new report by Rights and Security International entitled Exporting Prevent: The UK government’s complicity in rights-violating counter-extremism programmes in Indonesia is the first of very few studies uncovering CVE rights abuse arising from the cooperation between the UK and foreign governments on preventing and countering violent extremism (P/CVE) projects.
